Public investment priorities for Rwanda’s inclusive agricultural transformation: Evidence from rural investment and policy analysis modeling

The challenging question is how to prioritize public expenditures across a broad portfolio of policies and programs. This prioritization process must address multiple development outcomes and be firmly grounded in the cost-effective use of public resources within a largely market-led transformation process. A data-driven and evidence-based approach to prioritization is critical if the country is to achieve it ambitious targets in an environment constrained by limited public resources.
This seminar will highlight findings from a new study on public spending priorities conducted by the International Food Policy Research Institute (IFPRI) with support from the Ministry of Agriculture and Animal Resources (MINAGRI). The study specifically assesses the contribution of public spending on agriculture under PSTA 4, focusing both on the contributions during the first half of the plan (2018-21) and the remaining period (2022-24). Its analysis is drawn from a suite of economywide modeling tools developed by IFPRI and adapted to the Rwandan context with the Ministry of Finance and Economic Planning (MINECOFIN), the National Institute of Statistics of Rwanda (NISR), and MINAGRI.
Results suggest that modest adjustments in the budget alongside increased spending is well justified and that such spending is essential if the Government of Rwanda is to achieve its long-term development goals. Evidence such as this is hoped to be relevant to the Government of Rwanda as it considers the selection of agricultural policy, investment, and expenditure portfolios that reflect the country’s broad focus on its food system and structural transformation.
