Data-driven approaches to program targeting for agricultural transformation: Evidence on farmer typologies and innovation scaling in Rwanda

Programs designed to accelerate Rwanda’s agricultural transformation rely on providing farmers with appropriate technologies, inputs, and services. But what does “appropriate” really mean in this context? What do we know about diversity among small-scale farmers in Rwanda, and how do we target programs appropriately? This webinar investigates the use of data-driven approaches to understanding variability in farm and farmer characteristics, to targeting programs to match those characteristics, and to designing strategies to improve targeting in ways that minimize unintended consequences. The webinar is directly relevant to the distribution of input subsidies in Rwanda through the Smart Nkunganire System (SNS) and a host of programs guided by the Fourth Strategic Plan for Agriculture Transformation (PSTA 4). Better targeting of the programs—including the products and services they provide to Rwandan farmers is critical to realizing PSTA 4’s goals in an efficient and effective manner.
